Ethiopian regulation, first-class.

Compliance with Ethiopian regulation is not a configuration project at NYLOS — it is the spec. NYLOS ERP implements Ministry of Revenue (MOR) tax rules, Ethiopian Revenue and Customs Authority (ERCA) reporting structures, IFRS for SMEs presentation standards, and the Ethiopian Labor Proclamation 1156/2019 payroll requirements as native platform behavior. Every customer gets the same compliance updates, on the same day, included in the active subscription.

This page documents what that means in concrete terms — which tax types, which rules, which filings, which audit-trail guarantees, and how NYLOS keeps pace with legislative change. It is written for CFOs, finance directors, internal auditors, ERCA-engaged audit firms, donor compliance officers, and anyone evaluating NYLOS against the Ethiopian regulatory bar.

01 · Ministry of Revenue (MOR)

Every tax MOR cares about.

VAT, withholding, TOT, income tax, excise — handled natively across the Finance, HR and Inventory modules.

  • 01

    VAT (Value Added Tax)

NYLOS Finance & Accounting generates VAT-compliant invoices in formats accepted by the Ministry of Revenue. It tracks input and output VAT through dedicated control accounts, computes the periodic VAT liability automatically, and exports declaration-ready returns aligned with MOR's filing schedule.
  • 02

    Withholding Tax

Supplier payments that meet withholding thresholds are flagged automatically, the tax computed at the appropriate rate, and a withholding certificate generated for the supplier. Period-end withholding declarations export as MOR-formatted summary reports.
  • 03

    Turnover Tax (TOT)

Businesses below the VAT registration threshold use TOT. NYLOS supports either VAT or TOT modes per legal entity, with the correct tax codes, invoice templates and declaration exports for each.
  • 04

    Income Tax

Personal income tax brackets — including the 2025 revisions effective Hamle 1, 2017 EFY / July 8, 2025 — are implemented in the HR & Payroll module. Payslips reflect the correct gross-to-net calculations, and monthly income tax filings export in MOR-acceptable format.
  • 05

    Excise & Customs

Importers and producers of excisable goods can tag items for excise treatment in the Inventory and Production modules. The platform supports excise rate tables, customs-cleared cost capture, and the bond / declaration linkages auditors expect.

02 · Ethiopian Revenue & Customs Authority (ERCA)

Filing-ready, always.

Tax structures aligned to ERCA reporting

Chart-of-accounts templates and tax codes map cleanly to the reporting structures ERCA expects, so periodic returns require no rework or external spreadsheet manipulation.

Filing-ready exports

One-click exports for VAT, withholding, TOT, income tax and pension declarations — formatted as accepted by ERCA's filing system.

Multi-branch consolidation

Multi-branch and multi-entity businesses can roll up returns at the legal-entity level for filing, while keeping branch-level analytical reporting intact.

Audit support

When ERCA initiates an audit, NYLOS produces full transaction trails, source-document links, approval history and tax-by-tax-code analyses on demand — typically reducing audit preparation time from weeks to hours.

03 · Labor Proclamation 1156/2019

The full labor law surface.

Ethiopian payroll is unforgiving when handled by tools designed for somewhere else. NYLOS HR & Payroll implements every part of Labor Proclamation 1156/2019 that affects gross-to-net.

Working hours, leave & overtime

Standard working hours, weekly rest, annual leave, sick leave, maternity / paternity leave and overtime premiums follow Labor Proclamation 1156/2019. Leave accruals are computed automatically with full audit trail.

Pension contributions

Employee and employer pension contributions are computed at the rates required by Ethiopian pension law, with monthly summaries exportable for the pension fund authority. Cost-sharing deductions are handled in parallel for applicable employees.

Severance & end-of-service

Severance calculations follow the formulas specified in Labor Proclamation 1156/2019, with full break-down by service-year band, notice pay handling, and final-settlement reporting.

Income tax brackets

Monthly income tax follows the brackets and rates as currently in force, refreshed across all customers whenever MOR publishes a revision.

Cost-sharing & statutory deductions

Education cost-sharing deductions are handled with configurable rates and durations, alongside other statutory deductions defined per employee.

Employment contracts & probation

Contract types (probation, fixed-term, indefinite) and probation periods follow Labor Proclamation rules. Notice periods, transfer and termination workflows are built into the HR module.

Read the full module description on the HR & Payroll page.

04 · IFRS for SMEs

Books your auditor recognises immediately.

  • 01

    Chart-of-accounts templates

Pre-built chart-of-accounts templates align with IFRS for SMEs structures, with industry-specific overrides for manufacturing, microfinance, real estate, NGOs and trading firms.
  • 02

    Revenue recognition

Multi-element and deferred revenue scenarios are supported via the revenue scheduling tools in the Finance module — particularly useful for service businesses and subscription operators.
  • 03

    Prepaid expenses & accruals

Automated amortization journals for prepaid expenses, accruals, deferred revenue and other periodic adjustments — with full audit trail and one-click reversals.
  • 04

    Fixed asset depreciation

Multiple depreciation methods (straight-line, declining balance, custom) per asset class, with month-end posting to the GL and per-asset depreciation schedules.
  • 05

    Financial statements

Profit & loss, balance sheet, cash flow (direct and indirect methods) and statement of changes in equity — produced from the GL with IFRS-aligned presentation.

05 · Audit trail & data governance

Every action, accounted for.

  • Every transaction logs the user, timestamp, prior value, new value and approval chain.
  • Role-based access control with field-level permission overrides when needed.
  • Configurable password and session policies.
  • Encrypted connections (TLS 1.2+) for all client-server traffic.
  • Encrypted backups daily; restore tested quarterly.
  • Multi-factor authentication available for any user role.
  • Approval workflows that mirror real organizational hierarchies — multi-step, conditional, with audit-log proof of each approval.
  • Two deployment-model options that put data residency in the customer's hands: private cloud and on-premise.

06 · Compliance update cadence

When MOR moves, NYLOS moves.

Compliance is a moving target. Income tax brackets are revised. VAT proclamations update. Pension rates change. Labor Proclamation amendments come into force. A platform that doesn't keep pace will quietly leak compliance for years before anyone notices.

NYLOS tracks every published change from MOR, ERCA, NBE and the Federal Negarit Gazeta. Material legislative refreshes are scoped by the NYLOS compliance team, implemented, tested against worked examples from the source authorities, and deployed across every active customer's instance — in the same release cycle. The work is included in the active subscription. There is no separate "compliance pack" SKU.

Critical changes — for example the 2025 income tax bracket revision effective Hamle 1, 2017 EFY / July 8, 2025 — ship aligned to the legislation's own effective date.

07 · Compliance buying checklist

Eight questions to ask any ERP vendor.

Print this. Bring it to vendor demos. If you don't get crisp answers, the platform isn't ready for Ethiopian compliance.

  1. 01

Does the system handle MOR-compliant VAT invoice formats out of the box?

Anything that requires post-export reformatting will leak time and create audit risk. NYLOS produces compliant invoices natively.
  2. 02

Are MOR / ERCA filing exports one-click?

Monthly and quarterly filings shouldn't require Excel reshaping. NYLOS exports declaration-ready files directly.
  3. 03

Does the payroll engine implement current Labor Proclamation 1156/2019 rules — including 2025 income tax revisions?

Many systems are stuck on pre-2019 brackets. Verify dates of last update before signing.
  4. 04

Are pension and cost-sharing deductions handled at gross-to-net level?

If they're applied post-hoc, payslips will not reconcile. NYLOS computes them inline with income tax.
  5. 05

Is the chart-of-accounts template aligned with IFRS for SMEs?

Audit firms increasingly expect IFRS-aligned books, even from SMEs. NYLOS ships IFRS-aligned templates per industry.
  6. 06

Does every transaction have an audit trail?

ERCA audits, donor audits and internal investigations all need this. NYLOS logs every change with user, timestamp, before and after values.
  7. 07

Are compliance updates included in the subscription?

Software that charges extra for every legislative refresh punishes customers for choosing a long-term partner. NYLOS includes updates in the active subscription.
  8. 08

Is there a documented data export and exit plan?

Buyers should be able to take their data out of any vendor in standard formats. NYLOS publishes the export plan and exposes it via the API.
